Township Liability Notice

The Corporation of the Township of Addington Highlands hereby gives notice that it is not responsible for damages caused by it, in the normal course of maintenance, to any unauthorized private works located upon the untravelled portion of any municipal highway. "works" shall include, but not be limited to: grass cutting, planting of shrubs, and the posting of signs and fences. "Works" shall not include mailboxes, which fall under the provisions of by-law # 0146/2004.

Residents
and ratepayers of the Corporation of the Township of Addington Highlands are
hereby advised that an accessibility plan was adopted by the Township Council on
August 5th, 2003.
A
copy of said plan is available at the Township office, 72 Edward St., Flinton ON, and at 99 Bridge St., Denbigh, ON, for public
viewing, during open hours.

Accessibility Report, 2005
In 2004, the Township of Addington Highlands identified areas, which would be addressed pursuant to a plan drafted according to the requirements of the Ontarians
With Disabilities Act, 2001.
In 2005, the following projects were/will be accomplished:
- washrooms at the Denbigh Library (township Hall basement) are currently being renovated to accommodate persons with disabilities.
- fully accessible washrooms are being constructed at the Flinton Library where none existed previously.
In 2006 the Township will inspect washroom facilities in the Denbigh and
Flinton municipal halls in an effort to identify what upgrades are required with respect to dispensers and mirrors and parking spaces at the Flinton Municipal office will be resigned by painting logos on the pavement in order to avoid vandalism problems with upright signs.
Budget restrictions will determine the extent of the work to be carried out in 2006.

- Additional large print books were purchased for the library system. The total books in inventory are 318 or 2.39% of total collection.
- There are now 39 audio books and 239 DVDs in the library system.
In 2007 the Township will continue to improve accessibility by providing additional library resources, monitor signage, encourage universal design in housing, etc.
Budget restrictions will determine the extent of the work to be carried out in 2007.

Northbrook Sidewalk Maintenance Policy
(As recommended to the Council by the Road Supervisor on December 18, 2006 and adopted on the same date)
To start maintaining the sidewalks in Northbrook, starting December 21, 2006, until a by-law is established. Sidewalks shall be maintained during normal working hours. The objective is to begin sidewalk cleaning as soon as possible after a storm has ended – normally within 36 hours.
These sidewalks are:
#1 either blanket sanded or spot sanded as conditions warrant when snowfalls are less than 8cm.
#2 plowed and blanket sanded or spot sanded as conditions warrant when snowfalls exceed 8cm.
#3 however, in the event of heavy snowfalls or extreme ice, an initial pass will be made to allow access. In certain circumstances when sidewalks are located on both sides of a street. Township may choose to only maintain the sidewalk on one side of the street. This decision is based on location, safety issues for pedestrians/vehicles and snow accumulations in that area.

Commercial Development Incentive
|
Effective May 1, 2004, all
building/plumbing permit fees for commercially assessed properties will be
waived as an incentive for economic development in Addington Highlands.
This will continue
indefinitely. Inspections and
applications will remain necessary however, the fees will be waived. Call
the Township Office at 336-2286 for more details.

Service Improvements and Barriers Report

Sec 300, Municipal Act
For the year 2004
The Corporation of the Township of Addington Highlands continues to improve services for its citizens. The following report indicates how services have been improved in the area of Environmental Services – Recycling
What has been done differently:
The Township increased its bag tag fee from $1 to $2 per bag in order to reinforce the benefits of recycling in the minds of its residents and ratepayers.
All monies received from the bag tag system are being allocated for future site life closure(s).
Improvement in Efficiency:
Recycling increased by 27% in Ward 1 and by 55% in Ward 2 (from 2003 to 2004)
Improvement in Effectiveness:
The increase in diversion means that the site lives of the Township’s seven (7) waste sites will be extended as more recycling is diverted from land filling. This is important as all of the sites are small and are filling up quickly. Unless they can be expanded, they must be closed. Opening new sites is costly and difficult.
What barriers are there to further improvements?
The Township must pay to have its recyclables picked up. this is due in part to the fact that the waste sites are small, isolated and far from processing centers in Renfrew and Napanee. Recycling markets continue to be weak. This prevents the processors from paying the Township for recycling materials. The exception being scrap metal; however, it is not a “blue-box” component.
The Township is jointly involved with the Township of North Frontenac in a study to determine if hi-tech incineration is feasible for the reduction of waste; however, this idea
will require co-operation from the Ontario government.

Sec 300, Municipal Act
For the year 2005
The Corporation of the Township of Addington Highlands continues to improve services for its citizens. The following report indicates how services have been improved in the area of transportation.
What has been done differently:
The Township has been continuing the re-construction of the Hartsmere road and has constructed a new salt/sand building at its Northbrook yard.
Improvement in Efficiency:
Improved road geometries are providing for more efficient vehicle travel including maintenance activities. Improved storage of winter sand/salt allows for faster loading of trucks reducing turnaround times
Improvement in Effectiveness:
Citizens are pleased with the road improvements, which will allow for four-season travel
for private vehicles and service vehicles. The improvements to the salt/sand storage
keeps the product dry and unfrozen and prevents leachate from going into surface water sources. Less material is wasted due to the effects of weather.
What barriers are there to further improvements?
Limited tax base, including a very low commercial/industrial component contributes to lack of effective and sufficient funding to upgrade roads to more acceptable standards, more quickly. It is anticipated that the re-construction of the Hartsmere Road will be completed in 2006 c/w surface treatment as far as Tanglewood marina.

Ratepayers in Ward 1, are hereby advised that effective Jan 22, 2007 property tax payments will no longer be accepted at Scott’s General Store, R. R. #1, Cloyne, ON; however, payments may still be made at 41 Stop, Denbigh, ON.
